Wednesday's attack by suspected Pakistanis on the city was enabled by the Dawood Ibrahim gang, police sources said. It would not have been possible to carry out a terror operation on this scale without a collaborative local network and this was provided by the D Gang. As the terrorists had entered via the sea, the needle of suspicion is clearly pointing at Mohammed Ali, the new pointsman of Dawood... The Times Of India was the first to report (July 2, 2008) about the emergence of Ali as the key person looking after Dawood's operations in Mumbai. Despite having a detailed dossier on him, the authorities have not taken any action against him. What is more worrying is that Ali is believed to have also penetrated naval intelligence.
Dawood is holed up in Karachi and has been declared a global terrorist by the US administration. He is known to have links with the Al Qaeda and had used its network for narcotics smuggling operations out of the Pakistan-Afghanistan border. The fidayeens appeared to have been very clear about their targets. They targeted places frequented by foreigners in south Mumbai and knew the exact route to be taken from the coast. This was made possible by inputs provided by the D Gang, said sources. ..Sources in security agencies said Dawood has made a few thousand crores in real estate transactions and is diverting a part of the funds for terror operations.
Rediff NEWS, November 28, 2008: The involvement of the criminal underworld in Mumbai in carrying out the attacks is strongly suspected. The 1993 blasts were carried out by the members gang lead by Dawood Ibrahim, who now lives in Karachi, Pakistan. Dawood was designated as a terrorist supporter in 2003 by the US government for his links with al Qaeda (sharing his smuggling routes with the terror syndicate). Dawood also financed Lashkar activities, a group suspected to have organised the Mumbai attacks.
TIMES ONLINE November 28, 2008: India's security forces are also investigating the possible involvement of Bombay's most notorious mafia gang in the attacks - the network operated by Dawood Ibrahim, an organised crime boss who ranks among the world's top five most-wanted men and is widely believed to have links with al-Qaeda.
Bloomberg Nov. 29: Blamed by the police on members of the Mumbai underworld, belonging to Dawood Ibrahim's gang. India says Ibrahim is hiding in Pakistan, a charge the neighboring country denies.
guardian.co.uk, Thursday November 27 : None among Mumbai's crime bosses is more notorious than Dawood Ibrahim, accused by Indian authorities of having been the mastermind of the March 1993 serial bomb blasts in Mumbai. The blasts had been executed in retaliation for attacks on Muslims by Hindu extremists following the demolition of the Babri mosque. At that time Ibrahim, wanted in Mumbai on murder, extortion and other charges, was living in Dubai.
DETROIT FREE PRESS, November 28, 2008: Some experts said the group behind the Mumbai assault could be a hybrid of foreign and local radicals, including Al Qaeda. The city's criminal underworld, blamed for attacks in the past, also could be involved, especially a group called D-Company headed by fugitive gangster Dawood Ibrahim - who's believed to be hiding in Pakistan. "I distinctly see the hand of Dawood Ibrahim's gang, in the knowledge of Mumbai we witnessed," said Maloy Krishna Dhar, a former joint director of India's Intelligence Bureau, a spy agency, "But the executors of the program were not local boys."
